Amid the Clone Wars between the Republic and the Separatist Confederacy of Independent Systems (CIS), Palpatine secured emergency powers from the Galactic Senate, promising safety at the cost of individual freedoms. His first order created a massive army of clone troopers; his second conscripted the Jedi as officers; his third nationalized financial sectors to fund the war. By Episode III, Palpatine effectively acted as a dictator who overstayed term limits. He orchestrated his own kidnapping by leaking classified information to bring terror to Coruscant while exploiting fears. With over 2,000 loyalist senators suspecting he would not return power, plans for rebellion began. The film reveals Palpatine and Darth Sidious are the same; he falsely accused the Jedi of inciting the war, then manipulated the Senate into using clone troopers to purge them.

The Senate overwhelmingly supported this shift, praising his apparent bravery and selflessness while democracy died. With Emperor Palpatine keeping mostly to the shadows, his Sith apprentice Darth Vader maintained a public presence as the personification of Imperial power. The completed construction of the Death Star eventually empowered Palpatine to dissolve the Imperial Senate entirely, transferring power to Praetor-officers called Imperial Moffs like Grand Moff Tarkin. This marked the transition from a fragile republic to a totalitarian regime ruled by intimidation and state terrorism.
