Vulcan High Command
The 22nd-century military government of Vulcan.
By the 22nd century the Vulcan High Command is a military government that controls the Vulcan space fleet and most of the planet. Most Vulcans in Star Trek: Enterprise, T'Pol included, obey it, and its actions drive several of that series' episodes.

The High Command's illogical and often emotional decisions turned out to be the result of covert Romulan influence.
In 2154 V'Las, head of the High Command and a secret Romulan agent, bombed the United Earth embassy on Vulcan to frame the Syrranites and tried to invade Andoria. When the invasion was foiled, the High Command was disbanded, V'Las was dismissed, and Vulcan began to reassess its traditional values and grow warmer towards humanity.
