Tal Shiar
The Romulan group that Picard's household staff Laris and Zhaban once belonged to.
The Tal Shiar is the Romulan intelligence agency, a secret organization first encountered in the Star Trek series. In Star Trek: Picard, members of the Tal Shiar are shown operating within the Romulan structure. Laris and Zhaban are both former members of the Tal Shiar who work managing Picard's vineyard and household in France. Narissa, a Romulan spy and member of the Zhat Vash, is also part of this intelligence network. Commodore Oh, secretly a half-Romulan operative of the Zhat Vash, likely has ties to the Tal Shiar as well.
