Persona 5 Tactica entered development due to a desire at Atlus to create a game in the strategy role-playing genre within the Persona series, leveraging the publisher's past experiences with similarly styled games, in addition to the correlation between the genre and the established world of Persona 5. The game was released for multiple platforms on November 17, 2023, with an additional story chapter, 'Repaint Your Heart', released as downloadable content on the same day.

Gameplay encompasses standard conventions of strategy RPGs, including grid-based navigation, a weapon affinity system, and turn-based combat, while employing several staple gameplay mechanics from the series such as Persona summoning and fusion, and elemental affinities. Characters can take cover during battle, perform close-quarters physical attacks to push enemies, and use gun attacks that can hit multiple enemies. The '1 More' system returns from Persona 5, granting an extra turn when attacking an enemy not in cover. A unique 'Triple Threat' attack can be initiated when enemies are surrounded by ally units in a triangular formation.

The main story follows the Phantom Thieves after they lost their Metaverse powers, as they are transported to an alternate world called a Kingdom ruled by Tyrant Marie. They ally with Erina of the Rebel Corps and rescue Toshiro Kasukabe, a missing politician. The party travels through three Kingdoms based on Toshiro's cognition, confronting figures from his past including his fiancé Marie Anto, his father Yoshiki Kasukabe, and ultimately Shadow Toshiro. The mastermind Salmael is defeated, and the thieves return home after parting ways with Erina. The DLC 'Repaint Your Heart' follows Joker, Goro Akechi, and Kasumi Yoshizawa as they investigate protest art and are transported to an urban alternate dimension called The Streets, where they encounter the activist Guernica and a young girl named Luca.
