Imperium Galactica places the player as Lieutenant Dante, commanding a small fleet and three colonies in a restricted sector. The story unfolds in the 4th millennium, during the 3200s, as the player advances from Lieutenant to Grand Admiral, unlocking full control over planet management, space battles, ground battles, research, ship production, and diplomacy. Flashbacks reveal that Johnson is the Galactic Empire's secret weapon that was created in desperation, an android. The game features five research categories (Computer, Construction, A.I., Military, Machinery), but each planet can only host one type of research center, forcing players to demolish and rebuild or acquire new planets. AI opponents are not bound by this limitation and have fixed technology pools.
