Carter was born on 5 March 1982 in a small town 10 minutes drive from the Carter family home in Southbridge, South Island, to Neville and Bev Carter. He has one older sister, Sarah. His great uncle was Canterbury and New Zealand half back Bill Dalley, a member of the 1924–25 Invincibles. Carter made his All Blacks debut in June 2003, scored 20 points against Wales, and was named IRB Player of the Year in 2005, 2012, and 2015. He played in the All Blacks' Rugby World Cup winning teams in 2011 and 2015, becoming one of 43 players to have won multiple Rugby World Cups.

Carter played for the Crusaders from 2003, initially at second five-eighth, moving to first five-eighth in 2005. He won Super Rugby titles in 2005 and 2006, and scored the most individual points in a season in 2006 with 221. He also played for Perpignan in 2008–2009, Racing Metro from 2015, Kobelco Steelers in Japan from 2018, and returned to Racing 92 as injury cover in 2019. He joined the Blues for Super Rugby Aotearoa in 2020 but never made a professional appearance. He announced his retirement on 20 February 2021 via Instagram.

• Carter is the only player in international rugby union test history to have scored more than 1,500 test points.
• He scored 33 points in the 2005 All Blacks win over the British & Irish Lions, a record for a Lions Test.
• In the 2015 Rugby World Cup final, he kicked four penalties, two conversions, and a drop goal, and was named man of the match.
• He met with New England Patriots owner Robert Kraft in 2013 about possibly joining the NFL team as a kicker.
