Eddie Scarpa is the underboss of the Falcone family in Empire Bay. He works directly under Don Carlo Falcone and assigns tasks to Vito Scaletta and Joe Barbaro after they join the Falcone organization. Eddie orders the pair to assassinate Don Alberto Clemente and later instructs Henry Tomasino to kill Leo Galante to prove his loyalty.

In Their Own Story

The rain fell in sheets over Lost Heaven, washing the blood from the cobblestones of the warehouse district. Eddie Scarpa stood under the awning of a derelict building, his fedora tilted against the downpour. He watched as Tommy Angelo and Paulie Lombardo loaded the last of the stolen whiskey into the truck. 'Clean work, boys,' Eddie said, his voice low and even. 'But remember, the Don doesn't like loose ends. Make sure nothing leads back to us.' He lit a cigarette, the flame briefly illuminating his weary eyes. 'This city has a way of swallowing men whole. Don't let it be you.'
