Lore & Background
The Prophet of Truth consigns Tartarus to the second Halo with Keyes, Johnson and Guilty Spark to activate the ring. On its surface the Arbiter joins forces with Johnson and confronts him in the control room; the Arbiter and Johnson kill Tartarus while Keyes removes the Index, and the ring's unexpected shutdown primes all the Halos for firing from the Ark.
