Lore & Background
On a mission for the Order they disappeared and were presumed dead, but had been captured by government agents and turned into a Gear by the Post-War Administration Bureau for weapons experiments. Unlike most Gears they kept their sense of self.
Justice turned Testament against humanity, so they ended up on the opposite side of the war. Freed from her control when Sol Badguy killed her, they became cynical and full of regret.
