The First Crisis
A young city-state survives an empire's collapse through a balance of power instead of fleets.
The First Crisis stands as the inaugural crucible for Hari Seldon's psychohistorical plan, threatening to shatter the Foundation before it could mature from a scientific outpost into a galactic power. Occurring fifty years after the colony's founding on Terminus, this crisis tested whether the enclave could survive the decline of the Galactic Empire without building fleets.

Lore & Background
Salvor Hardin, the pragmatic Mayor of Terminus, saw clearly what others missed: military resistance was a suicide pact against the superior fleets of the Four Kingdoms. Instead, he visited the three weaker kingdoms and convinced them to unite so that the Foundation's nuclear technology would not fall to Anacreon alone. Their joint ultimatum that all four receive nuclear power from Terminus made the Foundation indispensable to each of them.
Reader's Guide
The crisis arose from the recent independence of the Four Kingdoms of the Periphery, the strongest of which was Anacreon. Believing Terminus in danger of conquest, Mayor Salvor Hardin and his chief advisor Yohan Lee seized power when the Board resisted his efforts. Hardin then visited the three weaker kingdoms and convinced them to unite against Anacreon. Their joint ultimatum left Terminus protected by a delicate balance of power, and Seldon's vault opened to reveal that he had planned this course of events.
