The Council of the First Foundation

From a board of encyclopedists to the council that rules Terminus.

In Isaac Asimov's Foundation, Terminus City is first run by Mayor Salvor Hardin under the authority of the Board, hidebound scholars whose main concern is publishing the Encyclopedia Galactica. When the Board resists Hardin's moves against the threat from Anacreon, he and his chief adviser, Yohan Lee, seize power.

Lore & Background

Later governments on Terminus are shaped by their own power struggles. In "The Merchant Princes", the political boss Manlio and the scheming councilman Sutt send Master Trader Hober Mallow to Korell, hoping to be rid of a rival.

Reader's Guide

Centuries later, in Foundation's Edge, Golan Trevize is a member of the Council; when he questions the Seldon Plan during a Council session, Mayor Branno has him arrested for treason.

Mallow is put on trial for surrendering a supposed Foundation missionary to a Korellian mob, but he proves the man was a Korellian secret policeman and that his own companion, Jaim Twer, was Sutt's agent. Acquitted and popular, he is elected Mayor and has Sutt and Manlio arrested.
