World Congress

The System's assembly where a new world's leaders vote.

A World Congress is a series of events the System holds only for the people of newly integrated universes. It lets a new world organize its leadership peacefully, free of the influence of gods and established factions, and vote on opportunities and resources meant to help it grow as strong as the worlds of older universes. Only the leaders of Pylon cities attend: claiming a city pylon gives a nobility title, and each noble's votes depend on rank, from 1,000 for a King down to one for a Lord. Earth's first World Congress, triggered once 100 Pylons had been claimed, chose no world leader, voted on the System Store's goods and picked the Treasure Hunt as its combat event.
