A New Airbender
New airbenders appear in Book Three following Harmonic Convergence, not during the conclusion of Book One.
A New Airbender details that Book One focuses on Korra learning airbending from Tenzin and fighting the Equalists led by Amon in Republic City. The emergence of new airbenders is explicitly stated to occur later, as a result of Harmonic Convergence in the third season, "Book Three: Change," rather than at the end of Book One.

Reader's Guide
The source provides a clear chronological distinction between the books. Book One: Air covers Korra's move to Republic City, her time with Tenzin, and the defeat of Amon. It does not cover the restoration of the Air Nation. That plot point is reserved for Book Three: Change, which starts after Harmonic Convergence. In Book Two, Korra faces her uncle Unalaq, who frees Vaatu during the decamillennial alignment of planets. Following these events in Book Two, new airbenders emerge worldwide, leading into the recruitment efforts of Book Three.
