Facts from the source article.
In the original novel and The Godfather Part II
Fanucci is a notorious Black Hand extortionist who serves as the padrone of Little Italy, supporting himself by collecting protection money from neighborhood businesses. Vito Corleone witnesses Fanucci threatening to disfigure a young girl when her father refuses to pay, and is about to intervene until his friend Genco Abbandando explains who Fanucci is. Vito later loses his grocery clerk job after Fanucci forces Genco's father to hire his nephew.
In the novel and The Godfather Saga television edit, Vito sees two young men attack Fanucci, robbing him, slashing his throat, and leaving him for dead while no one helps. Vito realizes a real Don would never travel without bodyguards or be attacked publicly without retaliation, leading him to suspect Fanucci's power relies on the threat of force rather than actual force. When Vito is driving stolen merchandise, Fanucci jumps onto the vehicle and demands a $200 cut from Vito, Peter Clemenza, and Sal Tessio, threatening to report them to the police if not paid.
This confirms Vito's suspicion that Fanucci is not truly powerful, as a real Don would not involve police in his affairs.
Influences
Fanucci is primarily based on Ignazio Lupo, a real-life Black Hand practitioner and member of the Morello crime family. His boss Maranzalla likely references Giuseppe Morello, an early New York Mafia figure. Another possible inspiration is Giosuè Gallucci, an Italian-American crime boss known for wearing expensive suits while extorting businesses and civilians in New York's Italian quarter, who was murdered by rival gangsters.
