Eric Byer
The retired colonel tasked with containing the fallout from Treadstone and Blackbriar.
Eric Byer is a retired United States Air Force colonel who oversees the Beta program, from which the CIA's Treadstone and Blackbriar were developed. He is tasked with containing the fallout from CIA Deputy Director Pamela Landy's exposure of Operations Treadstone and Blackbriar. Byer orders Outcome to be shut down and its agents and doctors killed to protect the secrecy of other clandestine programs. He deploys an armed drone to eliminate Aaron Cross and Number Three, and later dispatches LARX #3, a super soldier, to kill Cross and Dr. Marta Shearing.
Lore & Background
When Pamela Landy exposes Treadstone and Blackbriar, Byer is tasked with containing the fallout. He finds online videos in which Treadstone and Outcome medical directors Albert Hirsch and Dan Hillcott appeared together; if discovered, the videos could lead investigators to discover Operation Outcome. He deploys an armed drone to eliminate Aaron Cross and Number Three in Alaska. After Number Three is killed and Cross survives, Byer's team concludes that Cross is dead when a second drone targets a tracker that Cross has forced a wolf to swallow.
Later, Byer sends four assassins disguised as federal agents to kill Dr. Marta Shearing and make it look like a suicide. When Cross intervenes and kills the assassins, Byer learns Cross is alive and flew to Manila. Byer alerts the plant's security team in Manila and dispatches LARX #3, a super soldier, to kill Cross and Shearing. After LARX #3 dies while pursuing them, Byer and his team raid the empty room for clues and find the message 'No More' written on the mirror with Cross's medication dog tags hanging beside it.
