Fleetwood was born in Southport, Merseyside, England. He had a distinguished amateur career including wins in the 2009 Scottish Amateur Stroke Play Championship and the 2010 English Amateur, and runner-up finishes in the 2008 Amateur Championship, the 2010 New South Wales Amateur, the 2010 Spanish Amateur, and the 2010 European Amateur. He represented Great Britain and Ireland in the 2009 Walker Cup and reached number 3 in The R&A's World Amateur Golf Ranking and number 1 on the Scratch Players World Amateur Rankings. He turned professional in August 2010.

The wind off the North Atlantic was doing its usual work at Portrush, threading through the gaps between the pines and lifting the tops off every ball on the back nine. Most players were fighting it, compensating, over-rotating. Fleetwood was not. He stood over a 7-iron on the 16th, the flag tucked deep in the bunker-guarded green, and swung the way he always swung—full face, no extra effort, the clubhead passing through the ball like it was a routine practice swing at a Bury driving range. Fleetwood won his first European Tour title at the 2013 Johnnie Walker Championship at Gleneagles. He won the 2017 Race to Dubai. He shot a 63 in the final round of the 2018 U.S. Open, tying the championship's single-round scoring record. He won the 2025 Tour Championship for his first PGA Tour victory and the FedEx Cup. He has played on winning Ryder Cup teams in 2018, 2023, and 2025.
