Format changes
The top team from each round robin met in a two-legged final to decide the championship. In 1928 the fascist regime permitted the start of Serie A in 1929, readmitting SS Lazio and SC Napoli for wider Southern representation, and AS Livorno and La Dominante to avoid odd groups. During the summer the FIGC expanded the championship to include clubs from territories annexed after WWI, save two closing-season clubs, and add AC Fiorentina and three other minor clubs, creating a mixed Serie A–Serie B tournament that would later split into the two leagues.
