Qualifying rounds
Teams not in the Premier League or The Football League entered qualifying rounds for 32 first-round places. The competition began with the extra preliminary round on 10 August 2016, and the fourth qualifying round was played over the weekend of 20 October. The 32 winners included Haringey Borough, the only club appearing in the competition proper for the first time. Hampton & Richmond Borough and Hitchin Town had not featured in the first round since 2007–08 and 1995–96 respectively.
First round proper
The draw on 22 October was conducted by Dennis Wise and Dion Dublin. All 40 ties were scheduled for the weekend of 10 November, with 13 replays on 20 and 21 November. The round featured 32 qualifiers and 48 teams from League One and League Two.
Second round proper
The draw on 12 November set 20 ties for the weekend of 1 December. An all-Welsh tie occurred when Wrexham hosted Newport County, the first such FA Cup meeting since Newport County faced Swansea City in the 2006–07 first round.
Third round proper
The draw on 3 December was broadcast live on BBC One and BT Sport before the final second-round tie between Guiseley and Fleetwood Town. All 32 ties took place over 4–7 January 2019, involving 20 second-round winners and 44 Premier League and EFL Championship clubs. Woking of Level 6 was the lowest-ranked team. Scheduling drew controversy as only 10 of 32 matches kicked off at the traditional 15:00 GMT Saturday slot, due to a new overseas television deal signed in October 2016.
