In June 2018, English Football League clubs voted at their annual Summer Conference in Portugal to change the competition's format. Extra time was eliminated for all rounds except the final, with drawn matches proceeding directly to a penalty shoot-out to reduce fatigue. The ABBA penalty system trial was abandoned, returning to the ABAB format. Seeding was removed for the first two rounds, though regional organisation remained. Video assistant referees were authorised for use at Premier League club grounds.
