Toecutter leads a berserk motorbike gang that operates in a dystopian near-future Australia facing a breakdown of civil order primarily owing to widespread oil shortages and ecocide. After the death of the gang member Nightrider, Toecutter and Bubba Zanetti lead the gang in running riot in a town, vandalising property, stealing fuel and terrorising the populace. They pursue a young couple, destroying their car and assaulting them. Toecutter's young protégé Johnny the Boy is arrested at the scene by Max and Goose, but is later released into Bubba's custody after no witnesses appear in court.

Toecutter then urges and forces a reluctant Johnny to throw a match into the wreck of a ute, burning Goose alive. Later, when Max is on a trip with his wife Jessie and infant son Sprog, Toecutter and his gang accost Jessie at an ice cream stop. The gang continues pursuing Jessie through the woods, capturing Sprog while Max is out looking for them. May Swaisey helps Jessie free the boy, but the trio's station wagon breaks down; Jessie grabs Sprog and runs down the road until the gang simply runs them over, killing Sprog instantly and leaving Jessie comatose in critical condition.

Toecutter serves as the primary antagonist in the first chapter of Max Rockatansky's descent into vengeance. As the leader of the motorbike gang, he embodies the unchecked violence that plagues the wasteland, targeting innocent families and police officers alike. His defining moment occurs when his gang's rampage results in the death of Max's wife and child, an event that shatters Max's humanity. Ultimately, Toecutter meets his end not through a grand battle, but by being hunted down by a transformed Max. He is forced into the path of an approaching semi-trailer, killing him.
