The World That Never Was is a world in the in-between realm that Organization XIII uses as its base of operations while working on its artificial Kingdom Hearts. It was first shown in a secret trailer in the original Kingdom Hearts and appears as a new world and the Organization's headquarters in Kingdom Hearts II; scenario writer Kazushige Nojima described the artificial Kingdom Hearts as a moon floating in this world. Axel helps Sora reach it as an apology for kidnapping Kairi, and Ansem reveals himself to Mickey there while trying to digitally encode Xemnas' Kingdom Hearts within a machine.
