He serves as the Chief Justice (Iudex) and de facto ruler of the nation of Fontaine, and is later revealed to be the Hydro Dragon Sovereign, one of the original elemental authorities of Teyvat. His significance lies in being the first playable Dragon Sovereign character in the game, and his storyline involves the return of Hydro authority to him after the Hydro Archon Focalors sacrifices herself.

Lore & Background
Neuvillette is the reincarnation of the original Hydro Dragon Sovereign, who died in a war and had its elemental power usurped and given to the Hydro Archon. His human form is a result of this reincarnation, not the evolution of the Bathysmal Vishaps; the vishaps' acquisition of Cryo and Electro powers is a separate consequence of the lost Hydro authority. At the invitation of the Hydro Archon Focalors, and to understand his existence as a 'human-shaped dragon,' he took the position of Iudex of Fontaine. Over four hundred years before the game's events, he worked with subordinates Carole (a Melusine) and Vautrin (a captain) to promote institutional reform. Carole died in an accident, and Vautrin was framed for her death by a human official named Marcel, not a group of conservatives. This experience made Neuvillette hesitant about being accepted by humans.
