Äußerst, the City of Magic, is a walled island city in the middle of a lake in the Kühl Region of the Northern Lands. It holds the Continental Magic Association's Northern Branch, which runs the First-Class Mage Exam that Frieren and Fern take.

Background
The city can be reached only by a long arched stone bridge, and the lake is fed by streams from the hills and mountains of the Kühl Region. It began as a small town built floating on the lake. Today it has a market plaza, many restaurants, a magic shop that sells grimoires, Richter's magic store and a bar that Stark visits. Serie keeps an indoor botanical garden in the Northern Branch complex, and the exam's rules are explained to examinees in the branch's assembly hall.
