Terminus
The perfect fortress: a planet too poor to conquer, yet strong enough to rebuild civilization—through science, strategy, and a little military might.
Terminus is the capital planet of the First Foundation, the sole planet of an isolated star at the very edge of the Galaxy, with almost no metals. It serves as the home base for the Foundation, established under the guise of compiling the Encyclopedia Galactica to preserve human knowledge during the coming Dark Ages. Here, Hari Seldon’s strategic genius allowed humanity to survive the Empire's collapse not through brute military force alone, but by leveraging scientific psychology, economic manipulation, and eventually a modest military presence.

Lore & Background
After the first Seldon Crisis the Foundation established a techno-religious hegemony over the four surrounding kingdoms; under Mayor Hober Mallow that religious power was judged to have outlived its usefulness, and expansion continued on the basis of trade. Over the following centuries this small world grew from a helpless outpost into the dominant power in the galaxy.
Reader's Guide
Terminus functions as the strategic anchor of Hari Seldon's Plan, designed to survive the inevitable collapse of the Galactic Empire through calculated isolation and technological superiority. Initially operating as a sanctuary for scholars, its true power lies in exporting advanced technology—specifically nuclear energy—to surrounding barbarian kingdoms that have lost the knowledge to maintain such systems. The planet does not wield power through direct military conquest initially.
Instead, it establishes a monopoly on essential resources and services. By controlling the supply of replacement parts, fuel, and technical expertise, Terminus turns neighboring warlords into dependent vassals. This dependency is often disguised as religious worship of 'scientists' who are treated as priests, ensuring political stability without the need for a large standing army. As the Foundation grows, Terminus evolves from a passive observer into an active empire-builder. It expands its influence over hundreds of planets by trading its superior technology for raw materials.
