Beenhakker was born in the Charlois neighborhood in Rotterdam on 2 August 1942, during the Nazi occupation of the Netherlands. After his father's death, he worked as an electrician to support his family. He played as a right winger for amateur clubs, making his senior debut at age 15 in 1957. A knee injury in 1961 ended his playing career, though he attempted a return in 1964–65 before retiring in 1965.

Beenhakker began coaching in 1965. He won the Eredivisie with Ajax in 1979–80. He managed Real Madrid to three consecutive La Liga titles in the late 1980s, including one double with the Copa del Rey. He returned to Ajax and won the league in 1989–90. He managed Feyenoord from November 1997, winning the Eredivisie in 1998–99. He also led the Netherlands at the 1990 FIFA World Cup, Trinidad and Tobago at the 2006 FIFA World Cup, and Poland at UEFA Euro 2008.
