Founded after Queen Victoria was attacked by an alien werewolf at Torchwood House in Scotland, the Institute was created to ensure Britain could defend itself without relying on aliens like the Doctor, whom she declared an enemy of the Crown. In 1882, Victoria expanded its role to acquire alien technology, reinforcing the policy that "if it's alien, it's ours." By 1888, secrecy protocols were reiterated to protect subjects from "evils" Torchwood fought.

A branch in Cardiff (Torchwood Three) formed near a spacetime rift identified shortly after the foundation. Throughout the 20th century, the organization flourished and grew arrogant, maintaining branches in Delhi until 1924 and owning H.C. Clements by 1983. In 1965, agents facilitated the sacrifice of twelve children to the alien entity known as the 456. Following a 1999 incident where leader Alex Hopkins killed his staff except Jack Harkness, Torchwood Three became less confrontational.

The London branch (Torchwood One) was destroyed in 2007 during "Army of Ghosts" and "Doomsday," when experiments on a spatial breach allowed Cybermen from an alternate universe to infiltrate, killing or upgrading staff including director Yvonne Hartman.
