Gerry Whent, head of Racal's military radio division, explored civilian applications and visited a General Electric mobile radio factory in Virginia. In 1981, Racal Strategic Radio Ltd was formed. The following year, Swedish entrepreneur Jan Stenbeck approached Whent about jointly bidding for the UK's second cellular radio licence. Their partnership, Racal-Millicom Ltd, was awarded the licence in December 1982, with Racal holding 80% ownership. Vodafone launched on 1 January 1985 as Racal-Vodafone (Holdings) Ltd, with its first office in Newbury. The first non-employee to make a UK mobile call using the network was comedian Ernie Wise. After a public flotation of Racal Telecom in 1988, the company was demerged from Racal Electronics in September 1991 as Vodafone Group Plc.
