Ismail Haniyeh was a Palestinian political figure who led Hamas as chairman of its Political Bureau from May 2017 until he was killed in July 2024. Before that, he served as prime minister of the Palestinian National Authority from March 2006 to June 2014, and as the first Hamas leader in the Gaza Strip from June 2007 until February 2017, when Yahya Sinwar took over. Many diplomats considered him one of the more pragmatic and moderate members of Hamas. For most of the period from 2017 until his death, he lived in Qatar.
Born in the al-Shati refugee camp in the Gaza Strip—then under Egyptian control—around 1962 or 1963, Haniyeh’s parents had been displaced from Al-Jura (now part of Ashkelon) during the 1948 Palestine war. He earned a bachelor’s degree in Arabic literature from the Islamic University of Gaza in 1987, where he first became involved with Hamas during the First Intifada against Israeli occupation. His activism led to three short prison terms. After his release in 1992, he was exiled to Lebanon for about a year, then returned to become a dean at Gaza’s Islamic University. In 1997, he was appointed to head a Hamas office and rose through the organization’s ranks.
Haniyeh headed the Hamas list that won the 2006 Palestinian legislative elections, which had campaigned on armed resistance against Israel, and he became prime minister. President Mahmoud Abbas dismissed him in June 2007 amid the Fatah–Hamas conflict, but Haniyeh rejected the decree and continued to exercise authority in Gaza. He led Hamas in the Gaza Strip until February 2017, when Sinwar replaced him. In May 2017, Haniyeh was elected chairman of Hamas’s Political Bureau, succeeding Khaled Mashal, and moved to Qatar.
Under his leadership, Hamas launched the October 7 attacks, after which Israel declared its intent to kill all Hamas leaders. In May 2024, International Criminal Court prosecutor Karim Khan announced plans to seek an arrest warrant for Haniyeh and other Hamas leaders for war crimes and crimes against humanity. On July 31, 2024, Haniyeh was killed by an explosive device planted in his Tehran guesthouse, likely by Israeli Mossad agents. At the time, he was leading cease-fire negotiations with Israel for Hamas.
