The film opens with Zawame City ravaged by a fight between Heisei and Shōwa Riders, then flashes back a week earlier. Kōta Kazuraba and Mai Takatsukasa discover an underground alternate city and a boy named Shu, who has the power to revert things. Takeshi Hongo (Kamen Rider One) appears, and the Badan Empire kidnaps Shu. Kamen Rider Fifteen, who possesses a Lockseed granting the powers of 15 Heisei Riders, seeks Shu. Tsukasa Kadoya (Kamen Rider Decade) gathers other Heisei Riders, while Shōwa Riders oppose them. Shu is revealed to be dead, and Kamen Rider Fifteen is his father, Ren Aoi, who plans to use Shu's powers for the Mega Reverse machine to revive the dead. Ambassador Darkness betrays the Badan Empire but is deceived; the true Mega Reverse machine is the entire base. The Heisei and Shōwa Riders unite, and with help from the ToQgers and Kamen Rider Den-O, they destroy the Generalissimo. Kamen Rider One gives Gaim a Lockseed with the powers of 15 Shōwa Riders, allowing him to defeat Kamen Rider Fifteen. Shu reconciles with his parents before passing on.
