Kōta Kazuraba and Mai Takatsukasa discover an underground alternate city and a boy named Shu, who has the power to revert things. Ambassador Darkness betrays the Badan Empire but is deceived; the true Mega Reverse machine is the entire base. The Heisei and Shōwa Riders unite, and with help from the ToQgers and Kamen Rider Den-O, they destroy the Generalissimo. Kamen Rider One gives Gaim a Lockseed with the powers of 15 Shōwa Riders, allowing him to defeat Kamen Rider Fifteen. Shu reconciles with his parents before passing on.
