Sid Meier's Civilization VI: Rise and Fall is the first official expansion pack for the turn-based strategy game Civilization VI. It came out on February 8, 2018, and brings in new features, civilizations, and leaders.

The expansion focuses on mechanics that mimic how a civilization might rise and then collapse due to various pressures, forcing players to adapt to these shifts. Global eras are triggered when any civilization reaches certain milestones. At that point, each civilization is judged by its Era Score, which is based on achievements like being the first to circumnavigate the globe. If a civilization's score exceeds a threshold, it enters a Golden Age, where city populations are more loyal and production improves. If it falls below a different threshold, it enters a Dark Age, where loyalty drops. If a player pulls their civilization out of a Dark Age by the next era shift, they earn rewards like new government edicts. If they go from a Dark Age straight into a Golden Age, they get a Heroic Age, which offers several boosts beyond a normal Golden Age. In any age, players pick a Dedication to pursue, earning extra Era Score points by following through.

Cities now have a loyalty rating, influenced by Golden or Dark Ages. Loyalty goes up when the population is happy, government edicts are fitting, and nearby cities are loyal. It can drop due to poor edicts, unhappiness, or nearby enemy cities. If a city's loyalty hits zero, it becomes a Free City, no longer under any player's control. Any civilization can then take it by military force or by exerting loyalty from nearby cities to convert it. This loyalty mechanic can also be used to take over neutral city-states, though those lose their bonuses when converted. Players can assign a Governor to a city through the civics tree to support loyalty. Governors specialize in one of seven areas, such as military or economy, and provide loyalty and other bonuses if the city focuses on those tasks. They can be upgraded in tiers for stronger effects, but players have a limited pool of upgrade points, forcing choices between a few powerful Governors or a spread of mid-tier ones.

Civilizations can form alliances with specific goals, like a scientific alliance for shared research or an economic alliance for trade routes. Alliances grow stronger over time.
