Overview

The Commonwealth’s leader, Pamela Milton, is the daughter of a former U.S. president. She is both charming and sharp, but utterly merciless, crushing anyone who endangers her rule. Her enforcer, Lance Hornsby, handles negotiations and violent tasks for her. Her adult son, Sebastian, is a spoiled brat who hates her.

Television series

Governor Pamela Milton’s masquerade ball in “New Haunts” is disrupted when former soldier Tyler Davis takes her secretary, Maxxine “Max” Mercer, hostage and rails against the government. Daryl Dixon talks Davis down but lets Sebastian Milton claim the credit. In “The Lucky Ones,” Pamela tours Coalition settlements and is unimpressed to learn Alexandria has fallen multiple times. After visiting Oceanside, she tries to win over Maggie Greene at Hilltop, but Maggie refuses Commonwealth aid, frustrating several Hilltop residents who leave to join anyway.

Hornsby, also annoyed, tells Aaron he’ll keep building his own power to escape Pamela’s control. In “Acts of God,” Max digs into Pamela’s secrets and rallies some Alexandrians to publish an exposé in the newspaper. During “Lockdown,” Carol Peletier and Negan find Sebastian and return him safely to Pamela, who is desperate enough to strike a shaky deal with Carol. Meanwhile, others play cat and mouse with Hornsby’s soldiers, killing several before a standoff.

In “A New Deal,” the standoff escalates when Daryl takes Hornsby hostage just as Carol, Negan, Pamela, and Mercer arrive. A riot instigated by Hornsby leads to Sebastian being killed by a zombie. In “Variant,” Pamela blames Eugene Porter, Max’s boyfriend, for Sebastian’s death and promises to pardon Max if Mercer cooperates. When Sebastian reanimates, a grieving Pamela has Rowan executed and orders Hornsby to feed his corpse to Sebastian as punishment.

In “What’s Been Lost,” Pamela blackmails Yumiko Ukumora into prosecuting Eugene’s show trial by threatening her brother Tomichi. After learning Daryl, Carol, and Lance have escaped, Yumiko reminds everyone of Tomi’s value and stunningly announces she will defend Eugene instead of prosecute him.

Development and reception

Laila Robins was cast as Pamela Milton, the governor of the Commonwealth. In the series finale "Rest in Peace", Kirsten Acuna for Insider commented regarding Gabriel Stokes that watching Pamela hide inside her estate as she watched her people about to meet a similar fate probably sent him back to his lowest moment. Acuna also described how Pamela nearly died in a manner similar to how Carol died in issues No. 41 and 42 of the comics: as Pamela realizes she has lost everything, she spots her former right-hand man, Lance Hornsby, turned into one of the dead, and inches slowly toward him, considering letting him bite her neck. Acuna noted that a recording of the song "Cult of Personality" by Living Colour is played as Pamela's rule ends, remarking on the cult status of a leader followed without question.
