As Groudon and Kyogre clash, the atmosphere turns black with rain while the ground fractures under heat, creating an environment hostile to all life. Legend dictates that when these opposing forces reach peak intensity, Rayquaza descends from the ozone layer to quell the dispute. Distinct from its terrestrial counterparts, Rayquaza exists in the sky as a neutral arbiter, capable of suppressing the Primal forms of both rivals through an ancient technique known as Delta Stream.

The air above Sootopolis City tasted of salt and ozone, thick with the weight of a storm that refused to break. Below, the ocean churned violently, waves crashing against the crater walls as if trying to swallow the city whole. Yet, from the scorched earth beyond the horizon, a heat haze shimmered, warping the air into a vision of endless desert. Two colossal silhouettes emerged from the chaos—one a crimson leviathan of water, the other an orange behemoth of stone. They roared in unison, their voices shaking the very foundations of the world. Just as the clash seemed inevitable to tear the planet apart, a green streak tore through the clouds above. The sky guardian descended, its presence silencing the thunder and commanding the storm to obey.

Once freed, Groudon and Kyogre devolve into Primal forms, unleashing scorching droughts and torrential rains that render Hoenn uninhabitable. As the teams' skirmish escalates near the cave entrance, the legendary clash intensifies, darkening the sky with perpetual storms while the earth burns beneath them. The protagonist intervenes to halt the escalation, but human strength alone cannot contain the titans. The climax arrives when Rayquaza descends from the ozone layer, summoned by the sheer intensity of the conflict or a specific ritual. Confronting both rivals in the stratosphere, the sky guardian utilizes its unique ability to suppress their Primal forms via Delta Stream, forcing them back into submission.
