The Galley-La Company, founded and run by the mayor Iceburg, employs the finest carpenters; its predecessor was Tom's Workers, led by the fish-man Tom, who built the Roger Pirates' ship and the Sea Train that links Water 7 to other islands and who trained Iceburg and Franky. Franky led the Franky Family there before joining the Straw Hats. Agents of CP9 spent years undercover in the city, Rob Lucci and Kaku as Galley-La shipwrights, Kalifa as Iceburg's secretary and Blueno as a bartender. The Straw Hats come to Water 7 for repairs, and it is there that Robin leaves with the government agents, which leads the crew to Enies Lobby.
