Orb had long maintained a policy of armed neutrality, positioning itself as a haven for refugees and a diplomatic buffer between the Earth and space colonies. That neutrality shattered when the C.E. 71 war erupted. The Heliopolis incident—where a colony was attacked and civilians perished—galvanized public opinion across the Earth and in neutral territories. Orb, despite its small population, committed its military and resources to the defense of civilian space colonies, and other nations rallied around its banner, forming the Orb Union as a recognized coalition.

The Union's military doctrine emphasized the protection of non-combatants and the use of advanced mobile suits as a force multiplier, since its conventional forces were outnumbered by ZAFT's superior industrial base in PLANT. The development of the GAT-X series of mobile suits, each incorporating a unique weapon system, reflected a strategy of versatility and adaptability against ZAFT's more numerous but less flexible fleet. Pilots drawn from across the coalition—Earth soldiers, Orb citizens, and even defectors from PLANT—formed the core of its mobile-suit squadrons.
