The series follows three misfit pupils of the Hayate-Style Ninja School who survive a massacre during their graduation ceremony by the evil Jakanja. Their sensei Mugensai Hinata, turned into a hamster, and his daughter Oboro recruit them as the Hurricanegers. They are later joined by the Gouraigers of the Ikazuchi-Style Ninja School, initially enemies, and the mysterious Shurikenger, who unites both groups against the Jakanja.

The Hurricanegers—Yosuke Shiina (Hurricane Red), Nanami Nono (Hurricane Blue), and Kota Bito (Hurricane Yellow)—use Shinobi Medals and Hurricane Gyro bracelets to transform. They wield Hayatemaru sidearms and ride Hurricane Winger gliders. Their mecha, Senpuujin, is formed from Shinobi Machines. The Gouraigers, brothers Ikkou and Isshu Kasumi, use Gourai Changers and Ikazuchimaru sidearms, forming Gouraijin. The two teams can combine their weapons into the Victory Gadget and their mecha into Gourai Senpuujin.

Ninpuu Sentai Hurricaneger holds significance as the first Super Sentai series to receive a tenth-anniversary V-Cinema release, Ninpuu Sentai Hurricaneger: 10 Years After, announced on April 1, 2013. This marked the first time a movie commemorated the anniversary of a single Sentai series. The series also became the first to officially celebrate its own 20th anniversary with a V-cinext release in 2022.

Its footage was adapted into Power Rangers Ninja Storm, and Shout! Factory released the complete series in North America on March 26, 2019, as the twelfth Super Sentai series released there.
