Riser Phenex
Rias's arranged fiancé from the Phoenix family, a fast-healing devil who loses to Issei.
Riser Phenex, also written Riser Phoenix, is a high-ranking devil and the third son of the Phoenix family. He is introduced as the fiancé arranged for Rias Gremory, a match he wants in order to keep a full-blooded devil line. Like the bird his family is named after he regenerates quickly, and he has a strong Rating Game record in which his few defeats were thrown on purpose to help allies.

Lore & Background
Riser's Evil Pieces are fifteen girls he has hired, which makes Issei jealous. Among them are his queen Yubelluna, the "Bomb Queen" who fights with explosive fire magic, and his sister Ravel, who serves as a bishop; his pawns include Mira, the chainsaw-wielding twins Ile and Nel, and the cat-girl twins Ni and Li. Riser beats Rias in their Rating Game, but Issei challenges him at the engagement party and wins by using the Balance Breaker Scale Mail to strike at his mind, the one part of him that does not easily regenerate. The defeat leaves Riser in a slump and afraid of dragons. He recovers in Volume 10 of the light novels, when he gives Rias advice about Rating Games and warns Issei what will happen if he mistreats Ravel.
