The Shinigami King, also called the King of Death, rules the Shinigami and controls how Death Notes are handed out. He is not seen in the main series.

Background
It is unclear whether he makes the notebooks or just holds a supply, and he will not replace lost ones. He appears to write the Death Note rules, and the lesser Shinigami regard him as a kind of father; he is said to be almost immortal. He is drawn as a large mass hanging in the air by chains, with a skull for a head and four tentacle-like arms ending in three-fingered hands.
