Synopsis

Set in 2023, ten years after Command & Conquer: Generals – Zero Hour, the game follows a world where the United States has lost influence and adopted isolationism. China became the dominant power and formed the Eurasian Unity League with the European Union, but worsening relations led to the League's dissolution. China and East Asian nations then formed the Asia-Pacific Alliance, a global superpower, while the EU unified its militaries and became the most technologically powerful faction. The EU's expansionist agenda strained relations with the APA, and a series of bloody uprisings in key satellite nations pointed to a reconstituted Global Liberation Army using advanced technology. The APA dispatched an elite force to infiltrate a rebellion targeting an EU-backed dictator, aiming to learn the truth about the new GLA, undermine the EU, and restore peace.

Development

In October, a senior vice-president from Electronic Arts told media the series would continue as a brand from Visceral Games, though it was unclear if he referred to this title. The first official announcement of a new game came in February 2011, when EA revealed Victory Games, a new studio formed from former EA Los Angeles staff and new members, with Jon Van Caneghem as general manager. The title was teased as a game from the 'next big BioWare franchise' and revealed as Command & Conquer: Generals 2 at the 2011 Spike Video Game Awards, developed by what became BioWare Victory.

In November 2012, the BioWare label was dropped and the studio reverted to Victory Games. In August 2012, Generals 2 was repurposed into a free-to-play game simply called Command & Conquer, with existing content carried over. On October 29, 2013, EA ceased development and shut down Victory Games, citing negative feedback over the economy-based experience. An unidentified Victory Games staff member later posted on the official forums that the cancellation was due to 'corporate shenanigans' and that the official announcement was pre-written by higher-level EA staff.
