The tournament featured 24 teams from 12 associations, drawn into eight groups of three. Group winners advanced to the knockout stage, where ties were played home-and-away. The higher-seeded team hosted the second leg. The away goals rule applied after normal time of the second leg but not after extra time; ties level after extra time went to a penalty shootout.
