Development and release

Citadel was the final single-player DLC for Mass Effect 3, developed at BioWare Edmonton rather than BioWare Montreal. The studio took an all-hands-on-deck approach, involving all eight staff writers, composer Sam Hulick, and voice actors including Seth Green and Raphael Sbarge. Announced on February 21, 2013, it was released worldwide on March 5 for PlayStation 3, Windows, and Xbox 360. Xbox 360 users had to download it in two parts, the first paid and the second free. It was not released for the Wii U version.

Reception

The PlayStation 3 version received universal acclaim on Metacritic, while the Windows and Xbox 360 versions received generally favorable reviews. Some outlets called it the best Mass Effect 3 DLC. Critics described it as a love letter to the series, praising the writing, level design, and cinematography. The fan service was generally well-received, though some reviewers felt it went too far; GameSpot's Maxwell McGee said the storyline played exclusively to diehard fans and lacked substance, and PC Gamer's Tom Senior noted that unfamiliar players would appreciate it less. Kotaku's Kirk Hamilton viewed the fan service positively, calling it a touching farewell. Character interactions, dialogue, and humor were highly praised; Eurogamer's Tom Phillips likened the tone to a milestone television episode. IGN's Richard Cobbett found the lighter tone jarring compared to the base game, and Hamilton felt the plot was disconnected from the main game.
