Dragon Saber was created by Namco artist Yoshihiro Sugiyama, his first time as a planner for a game. Sugiyama wanted the game to feel like a true continuation of Dragon Spirit in storyline and world, as he considered the NES sequel Dragon Spirit: The New Legend mostly a rehash with a generic premise. He aimed for the game to appeal to a broad audience rather than only hardcore shooter enthusiasts, and once the story was complete, he developed the game's lore and fictional world to be unlike what players had seen in similar games before.
