Set in the near-future at the time of broadcast (1971), the government is opposed by a fragmented resistance movement named 'Quarmby.' The dominant group within Quarmby favors provoking increased oppression through assassination and terrorism. The series avoids black-and-white scenarios by portraying moderate and extreme factions within both government and resistance. Hobson represents the liberal element within government, attempting to outmaneuver the seldom-seen General and the polished Cabinet Secretary Norman.

The Guardians is significant as an early example of a dystopian political thriller on British television, exploring themes of authoritarianism, resistance, and the erosion of democracy.
