Following the closure of the first gate in 1983, a secret Soviet division remained hidden beneath Hawkins for years, studying the Upside Down. Their goal was not merely observation but exploitation; they sought to control the dimension's creatures and use them as biological weapons against the West. To achieve this, they needed a way to make the rift permanent and expandable on their terms. The result was the construction of the portal machine, a labyrinthine structure of pipes, generators, and containment units built within the hollowed-out shell of the local Scoops Ahoy ice cream parlor.

The machine's operation required two critical components: a colossal amount of electricity to sustain the energy field, and a living biological key. The Soviets discovered that the Mind Flayer's particles could be manipulated by specific organic matter, eventually settling on human subjects to act as conduits. This horrific requirement led to the kidnapping and experimentation on locals like Billy Hargrove, whose mind was corrupted to serve as the machine's ignition switch.

The device ultimately succeeded in reopening a gate so large it threatened to swallow Hawkins whole, merging the two dimensions before its destruction.
