Lore & Background
According to Star Trek: Enterprise's "Awakening", the Time of Awakening brought violence unmatched in Vulcan history. A breakaway group who "marched beneath the raptor's wings" made a nuclear attack on Surak's followers, then left Vulcan to settle Romulus and Remus, founding what became the Romulan Star Empire.
In "Awakening" Surak's mind is brought back 1,800 years after his death to restore his original teaching to modern Vulcans. Among the Romulans his philosophy survives only underground, later championed by Ambassador Spock in the Next Generation episode "Unification".
