In RimWorld, slavers are a kind of trader rather than a faction. They deal in slaves and prisoners, and also carry weapons, body parts, medicine and drugs.

Lore & Background
Colonies trade by sending caravans or by calling orbital trade ships through a comms console and an orbital trade beacon. Each type of trader only stocks and accepts certain goods, and prisoners and slaves are among the commodities that can change hands; slavers are the traders built around that trade. Slaves themselves come with the Ideology DLC.
