Ernst Heinrich Weber (24 June 1795 – 26 January 1878) was a German physician and anatomist whose work helped lay the groundwork for experimental psychology. Born in Wittenberg to a theology professor, Weber was inspired early on by physicist Ernst Chladni. After secondary school in Meissen, he studied medicine at the University of Wittenberg and earned his MD from the University of Halle in 1815.

Weber spent his whole career at the University of Leipzig. He completed his Habilitation in 1817, worked as an assistant in a medical clinic, became a professor of comparative anatomy in 1818, and took the chair of human anatomy in 1821. In 1834, he published a work on touch, hearing, and other senses. He held the chair of physiology and anatomy from 1840 to 1866, then returned to the anatomy chair until 1871, when he retired. In later years, he collaborated with his brother Eduard on nerve stimulation and muscle suppression, which became a popular therapy.

Weber’s key contribution was the just-noticeable difference (jnd). He observed that when comparing two things, people notice the ratio of the difference to the size of the things, not the absolute difference. For weights, the finest discrimination required an 8–10% difference—for example, a 100-gram block needed a second block of at least 108 grams to be told apart. He suspected a constant fraction applied to all senses, but each sense had its own ratio: for line length, about 0.01; for musical pitch, about 0.006 vibrations per second.

This idea became Weber’s law, named by Gustav Theodor Fechner. It states that the amount of stimulation needed to produce a jnd is a constant fraction of the existing stimulus. The law breaks down near the upper or lower limits of a sense. Fechner later built on this to develop Fechner’s law, which described a logarithmic relationship between stimulus intensity and perceived intensity, using improved methods for measuring jnds.

Weber also made other contributions. With his brother Wilhelm, he studied fluid dynamics in elastic tubes and applied these principles to blood circulation, explaining how vessel elasticity helps blood flow continuously from the aorta to capillaries. He developed the two-point threshold technique, using a compass to map touch sensitivity by finding the smallest distance at which two points are felt as separate. He also explored the terminal threshold—the highest intensity a person can still sense.
