Plot

In Southtown, the young Bogard brothers, Terry and Andy, are spending time with their adoptive father, Jeff Bogard, and their master, Tung Fu Rue. Jeff’s attention is caught by a group of poor children asking for money and a young flower girl, which is part of a setup by four attackers. One of them stabs Jeff. His old rival, Geese Howard, then confronts him, and Jeff dies from his wounds. At Jeff’s grave, Tung makes the boys swear that in ten years they will reunite as much stronger men to get revenge on Geese.

A decade later, Terry comes back to Southtown. Geese finds out about his return from his right-hand man, Billy Kane, while Terry is having a drink at a bar Geese owns. Terry meets Lily McGuire, the beautiful Queen of South Town, at the Pao Pao Cafe. She tosses a rose into the air and is happy when Terry catches it.

Later, Terry sees Lily outside giving food and money to poor children. He realizes she is the flower girl who helped Geese kill his father, but he does not blame her because she was too young at the time. Lily suggests she feels very guilty for her part in Jeff’s death. Terry then meets Joe Higashi, a champion Muay Thai kickboxer who is a longtime friend and rival of Andy.

Joe is in Southtown for the King of Fighters tournament, and Terry becomes friends with him after learning he is Andy’s friend. Terry is reunited with Andy and Tung. Tung tells them about a secret technique called the Hurricane Punch, which he will teach to only one of them. Terry suggests that both he and Andy enter the tournament, and the winner will learn the technique.

When Geese learns the brothers are in the tournament, he sets a trap. He orders Lily to give Terry poisoned champagne before his fight, but she cannot go through with it because of her feelings for him—he is the only one who has seen her true self and might redeem her. Terry beats his opponent, Richard Meyer, and reaches the final match against his brother Andy.

As the fight begins, Joe spots a man trying to assassinate the Bogards and takes the bullet meant for them. With Lily’s help, the three escape the tournament, but Geese throws her out a window using his Reppuken wave technique. As she dies, Lily again asks for forgiveness for Jeff’s death, and Terry tells her he never blamed anyone but Geese.

She dies smiling. Billy Kane badly injures Tung, leaving him in a coma. Angry, Andy and Joe head to Geese’s lair. Tung wakes up and teaches Terry the Hurricane Punch, but the effort of demonstrating it kills him. Andy and Joe fight their way to Geese but cannot defeat him.

Terry arrives and uses the Hurricane Punch, which barely affects Geese. Terry then absorbs more energy and creates a new move, the Hurricane Kick, which defeats Geese. Afterwards, Terry, Andy, and Joe meet at Jeff Bogard’s grave before going their separate ways.
