Benny Wenda was born in the Baliem Valley in the central highlands of Irian Jaya, Indonesia. In 1977, a rebellion of 15,000 Lani people occurred in response to Indonesian military violence, and the Indonesian military retaliated with aircraft bombing Lani villages, killing many of Wenda's family. During the bombing, one of Wenda's legs was severely injured, leading to impaired growth. From 1977 to 1983, he and his family lived in hiding in the jungle. He was later appointed leader by tribal elders, and after the Lani people surrendered, he attended Cenderawasih University in Jayapura, studying sociology.

Wenda became Secretary-General of the Koteka Tribal Assembly (DeMMAK), which advocated independence from Indonesia. In 2002, he was placed on trial for allegedly leading a violent independence rally; he maintained the charges were politically motivated. He escaped custody while on trial, fled to Papua New Guinea, and later traveled to the UK, where he was granted political asylum. In 2011, Indonesia issued an Interpol red notice for his arrest, but it was removed in 2012 after an investigation concluded the allegations were politically motivated.

After arriving in the UK, Wenda became the leading spokesperson for the Free West Papua Campaign. In 2017, he was appointed chairman of ULMWP. In 2020, ULMWP announced a new constitution and government-in-waiting, with Wenda as interim president. He was succeeded by Menase Tabuni in September 2023, but reinstated as president in November 2023 after a congress in Jayapura, starting a leadership dispute.
