Frank covers up Russo's drunk-driving arrest and then holds it over him.
Background
With Frank's help Russo gets sober and runs for governor of Pennsylvania. Frank then makes him relapse before a key interview, wrecking his campaign.
When Russo becomes a risk, Frank kills him and makes it look like suicide.
