Plot

Cat is an aimless contract killer who always wears dark glasses and calls DJ Simon's radio show to talk. Every night he looks out his window at a woman he calls his angel, living across from him, and practices slow dancing while imagining he is dancing with her. Policewoman Carrie also listens to the radio each night, often hearing Cat's calls, and her goal is to arrest the aimless killer. When Cat heads to a contractor's place, he spots Carrie waiting for a bus and speaks to her; they sit together on the bus and Cat tells her they will meet again. At the contractor's, Cat agrees to do one last job: assassinate Conroy Chan. The contractor says Wesley will be guarding Chan along with other guards. Wesley was Cat's old partner when they were cops in New York, but Wesley framed Cat and sent him to prison for six years. Cat kills Conroy, then confronts Wesley and shoots him multiple times in the chest. Wesley survives because of his bulletproof vest and is questioned by police, but claims he does not know who the killer was, making Carrie suspicious. When Cat tries to shoot Wesley with a sniper, he sees Carrie talking to Wesley and thinks she is his girlfriend, so he abducts her. He keeps her in his house, and she is surprised to discover that Cat lives across from her and has been watching her. Wesley calls Cat's phone, and Cat agrees to an exchange at a theater. After a hail of bullets in the theater, Cat gives Carrie a gun and tells her she can go. They head home, and Cat is surprised to learn Carrie is the policewoman on his trail. Carrie realizes Cat is the man on the radio, leading to an argument, then an affectionate hug. Wesley captures Carrie's dear friend and tells her to kill Cat to save her friend. Carrie points a gun at Cat but decides not to kill him; they are interrupted by a hitman hired to kill Cat, whom Cat kills. Afterwards, Cat and Carrie slow dance on a rooftop, and Cat says he will save her friend, then leaves her stranded on the rooftop alone.
